I would imagine (in a population of 14 billion) there would be a metropolis (like the Shipyard) in every major Region. Heres where i'd imagine them to be:

Cairo - North Africa
Pretoria - Southern Africa
New Dehli - East Asia
Singapore and Shanghai - East Asia
Paris - Western Europe
Moscow - Eastern Europe
New York - Eastern North America
San Fransisco (Shipyard) - Western North America
Rio De Janeiro - South America

I would also assume there are other smaller metropolises all around the world.

That's about right, yes. There's only about 5 billion on Earth and the rest are scattered throughout three star systems.

Another point is Rome - Italy, where the Porters are based out of.
